I'm perhaps a bit generous in my use but having been the idiot searching a drawing for the hole depth only to finally realize it was a thru hole i use it a lot. They are very particular about the predrill sizes in their specs (as i recall), and when i've worked with them, our manufacturing engineers had to play with the predrill sizes a bit to get a good combination of tapping speed and thread locking performance. Really they are just nominally illustrating the center plane or axis of a feature.

Critical Dimensions Are Subjective, Based Upon The Function Of The Particular Component Being Inspected.
